The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. This co-edited volume compares Chinese and Western experiences of engineering, technology, and development. In doing so, it builds a bridge between the East and West and advances a dialogue in the philosophy of engineering. Divided into three parts, the book starts with studies on epistemological and ontological issues, with a special focus on engineering design, creativity, management, feasibility, and sustainability. Part II considers relationships between the history and philosophy of engineering, and includes a general argument for the necessity of dialogue (...) between history and philosophy. It continues with a general introduction to traditional Chinese attitudes toward engineering and technology, and philosophical case studies of the Chinese steel industry, railroads, and cybernetics in the Soviet Union. Part III focuses on engineering, ethics, and society, with chapters on engineering education and practice in China and the West. The book’s analyses of the interactions of science, engineering, ethics, politics, and policy in different societal contexts are of special interest. The volume as a whole marks a new stage in the emergence of the philosophy of engineering as a new regionalization of philosophy. This carefully edited interdisciplinary volume grew out of an international conference on the philosophy of engineering hosted by the University of the Chinese Academy of Sciences in Beijing. Transdisciplinary research knits together knowledge from diverse epistemic communities in addressing social-environmental challenges, such as biodiversity loss, climate crises, food insecurity, and public health. This paper reflects on the roles of philosophy of science in transdisciplinary research while focusing on Indigenous and other subaltern forms of knowledge. We offer a critical assessment of demarcationist approaches in philosophy of science and outline a constructive alternative of transdisciplinary philosophy of science. While a demarcationist focus obscures the complex relations between epistemic communities, transdisciplinary (...) philosophy of science provides resources for meeting epistemic and political challenges of collaborative knowledge production. Within the Computer Science community, many ethical issues have emerged as significant and critical concerns. Computer ethics is an academic field in its own right and there are unique ethical issues associated with information technology. It encompasses a range of issues and concerns including privacy and agency around personal information, Artificial Intelligence and pervasive technology, the Internet of Things and surveillance applications. As computing technology impacts society at an ever growing pace, there are growing calls for more computer ethics content (...) to be included in Computer Science curricula. In this paper we present the results of a survey that polled faculty from Computer Science and related disciplines about teaching practices for computer ethics at their institutions. The survey was completed by respondents from 61 universities across 23 European countries. Participants were surveyed on whether or not computer ethics is taught to Computer Science students at each institution, the reasons why computer ethics is or is not taught, how computer ethics is taught, the background of staff who teach computer ethics and the scope of computer ethics curricula. The construction of complex simulation models and the application of new computer hardware to ecological problems has resulted in the need for many ecologists to rely on computer programmers to develop their modelling software. However, this can lead to a lack of flexibility and understanding in model implementation and in resource problems for researchers. This paper presents a new programming language, Viola, based on a simple organisational concept which can be used by most researchers to develop complex simulations much (...) more easily than could be achieved with standard programming languages such as C++. The language is object oriented and implemented through a visual interface. This article investigates how much influence consumers could have in the GDR during the 1960s by means of a case study of a patient striving towards an apparently reasonable psychiatric treatment through his actions in- and outside the clinic. The patient tried to obtain an effective therapy by referring to his model socialist work and life. The former patient also subsequently acted as a consumer via different activities, both within the GDR and abroad. Finally, against the background of different theories (...) of patient and consumer history, this article will discuss how consumer historical approaches can be useful for studying a socialist state. The search for truth and spirituality, intertwined with the search for one’s self, has been a perennial theme in arts and literature. In some works of Finnish literature at the turn of the twentieth century, the figure of a person seeking for spiritual fulfilment tended to intertwine with that of the upstart. At first sight, it might seem odd that these two figures should overlap in literary works, but as I show, especially in early twentieth-century Finnish literature, such cases are (...) not rare, given the wide range of meanings that the word nousukas would denote. We present a Hilbert-style axiomatization of a recently introduced logic, called G'3 G'3 is based on a 3-valued semantics. We prove a soundness and completeness theorem. The replacement theorem holds in G'3. As it has already been shown in previous work, G'3 can express some non-monotonic semantics. We prove that G'3can define the same class of functions as Lukasiewicz 3 valued logic. Moreover, we identify some normal forms for this logic.

Tradicionalmente se ha separado a la epistemología y a la hermenéutica, puesto que la primera trata de lo conmensurable y la segunda, lo inconmensurable. Sin embargo, en mi opinión, hoy en día es posible unir a la epistemología y la hermenéutica sólo si partimos de una teoría de la epistemología contemporánea: la teoría de la verdad como aceptabilidad racional en condiciones epistémicas óptimas. Dicha teoría permite justificar lo conmensurable y entender lo inconmensurable.Traditionally epistemology and hermeneutics have been separated, since the (...) first deals with commensurability and the second with incommensurability. Nevertheless, in my opinion, nowadays it is possible to unite epistemology and hermeneutics if we start from a theory contemporary epistemology: the theory of the truth as rational acceptability in optimal epistemic conditions. A comparison between the Prolegomena of Chapter II of De iure praedae and the Prolegomena of De iure belli ac pacis leads to the conclusion that the ideas of Grotius on legal systematization have changed considerably between 1604 and 1625. Whereas Grotius starts in IPC with general principles with a rather unclear distinction between leges and regulae, in IBP he gives first the philosophical and theological basis of international law, intertwined by a concise set of general legal rules, mostly derived (...) from Roman law after its reception in Western Europe. The general outlines of legal systematization in the early-modern period are expounded. In the attempts of legal systematization the concept of subjective rights is essential. These subjective rights are not, as is sometimes assumed, a medieval renewal of legal technique, but can be found essentially already in classical Roman law of the first centuries AD.The institutional system is not yet visible in De iure praedae, it might be different for De iure belli ac pacis. Significant here are possibly the expressions ius ad bellum and ius in bello. (shrink)

This paper discusses the introduction of fraudulent “molecular detector” technology into Mexico. The case is used to argue that contemporary science and technology studies’ approaches to scientific policy-making make basic assumptions about the societies they operate in that are inconsistent with the Mexican context. This paper also argues that contrary to what happens in the so-called Global North, the relative power of Mexican science in government and policy circles is as much limited by its relatively weak position as much as (...) it is by self-censorship and unrealized impact in the country’s fragile democracy. The case is also used to highlight the necessity for more politically involved scientific institutions in Mexico, as these become critical safeguards against incoming destabilizing technologies from more powerful nations into the local “peripheral” context. Experimentation represents today a ‘hot’ topic in computing. If experiments made with the support of computers, such as computer simulations, have received increasing attention from philosophers of science and technology, questions such as “what does it mean to do experiments in computer science and engineering and what are their benefits?” emerged only recently as central in the debate over the disciplinary status of the discipline. In this work we aim at showing, also by means of paradigmatic examples, how the traditional (...) notion of controlled experiment should be revised to take into account a part of the experimental practice in computing along the lines of experimentation as exploration. Taking inspiration from the discussion on exploratory experimentation in the philosophy of science—experimentation that is not theory-driven—we advance the idea of explorative experiments that, although not new, can contribute to enlarge the debate about the nature and role of experimental methods in computing. In order to further refine this concept we recast explorative experiments as socio-technical experiments, that test new technologies in their socio-technical contexts. We suggest that, when experiments are explorative, control should be intended in a posteriori form, in opposition to the a priori form that usually takes place in traditional experimental contexts. The question about the scientific nature of computing has been widely debated with no universal consensus reached about its disciplinary status. Positions vary from acknowledging computing as the science of computers to defining it as a synthetic engineering discipline. In this paper, we aim at discussing the nature of computing from a methodological perspective. We consider, in particular, the nature and role of experiments in this field, whether they can be considered close to the traditional experimental scientific method or, instead, (...) they possess peculiar and unique features. We argue that this experimental perspective should be taken into account when discussing the status of computing. We critically survey how the experimental method has been conceived and applied in computing, and some open issues that could be tackled with the aid of the history of science, the philosophy of science, and the philosophy of technology. Mounting evidence suggests that participation in clinical trials confers neither advantage nor disadvantage on those enrolled. Narrow focus on the question of a “trial effect,” however, distracts from a broader mechanism by which patients may benefit from ongoing clinical research. We hypothesize that the existence of clinical trials infrastructure—the organizational culture, systems, and expertise that develop as a product of sustained participation in cooperative clinical trials research—may function as a quality improvement lever, improving the quality of care and outcomes of (...) all patients within an institution or region independent of their individual participation in trials. We further contend that this “infrastructure effect” can yield particular benefits for patients in low- and middle-income countries. The hypothesis of an infrastructure effect as a quality improvement intervention, if correct, justifies enhanced research capacity in LMIC as a pillar of health system development. (shrink)

This paper presents a case of severe uncertainty in the development of autonomous and intelligent systems in Artificial Intelligence and autonomous robotics. After discussing how uncertainty emerges from the complexity of the systems and their interaction with unknown environments, the paper describes the novel framework of explorative experiments. This framework presents a suitable context in which many of the issues relative to uncertainty, both at the epistemological level and at the ethical one, in this field should be reframed. Ernst Cassirer (1874-1945) gilt mit seiner Philosophie der symbolischen Formen als Begrunder der Kulturphilosophie. Henri Bergson (1859-1941) war lange Zeit einer der beruhmtesten franzosischen Denker und ist im Deutschen bekannt als Lebensphilosoph. Und Alfred North Whitehead (1861-1947) kennt man als Mathematiker und, mit Bertrand Russell, Herausgeber der Principia Mathematica, weniger als Philosophen. Doch dass sie alle drei in ahnlicher Weise eine Philosophie der Erfahrung als dynamisches System entworfen haben, das die philosophische Tradition revolutioniert und als Fundament fur die heute interessantesten (...) philosophischen Stromungen gelten kann, ist wenig bekannt. In diesem Buch wird die Originalitat und Eigenstandigkeit dieser drei grossen Philosophen gezeigt, indem ihr gemeinsamer phanomenologischer Ansatz vorgefuhrt und ausgebaut wird: die Dynamisierung der Form und die Betonung der Kreativitat, die es ermoglichen, Erfahrung als die Entstehung von etwas Neuem zu denken.
